Stakeholder Pension Schemes

Hi - we are a charity that has been operating for just a year. It has just occurred to me that we have no pension provision at all. We can't afford to offer any kind of pension package but are we legally obliged to offer access to the Government's Stakeholder Pension Scheme? If so, how do we go about that. I'm worried we won't have enough expertise in-house to set this up - is is simple? And will it cost the charity anything? Many thanks - Caron
