Can I take employment candidates referred from another organisation?

We need to recruit a worker to a post. Another similar organisation has advertised for a worker for the same post for their organisation. They are interiewing 8 'good' candidates. They would ask unsucessful candidates if they were interested in being put forward for our post. We would interview those who were interested. Does the above conflict with recruitment equal opportunities. the posts are in two different but nearby towns. I have concerns that we have not given people who might apply for our post but not for the other the opportunity to do so.
